(Note that I've included any villain from episodes with winter settings just to make sure any option someone might want is there, even if the villain itself wasn't wintery.)

This is a tough poll. The question is best villain not best episode so I think I have to go with the 10,000 Volt Ghost. Awesome design and very threatening.
My top 5
5) Werewolves - They always are effective
4)Abominable Snowman - Again, very dangerous.
3)Ice Monster - Cool design.
2) Snow Ghost - What! Are they all extremely dangerous?
1) 10,000 Volt Ghost - There is a reason he is in the Scooby Doo Show intro.

That's a great top 5! I already gave my top 5 in response to Matt's comment, so I guess I can give my #6-10.

10. Snow Beast - love its huge detail and creepy-looking face.
9. Frozen Fiend - very unique idea for a villain.
8. Ghost of Mother - only reason why she's so low is because I don't really think of her as a wintery villain...in fact, I think I even forgot to watch this episode when watching some of the winter ones this year, but it is one of my favorite villains in all of BCSD because of how terrifying she is.
7. 10,000 Volt Ghost - an iconic villain and very cool monster idea.
6. Snow Ghost - one of the most classic winter villains.

Ok this one is actually really difficult. A lot of excellent choices. Too many to make a full list so I’ll limit myself to my top 5

5. Jeremiah Pratt- admittedly an odd choice, but an interesting take on the mountain man thing
4. Snow Ghost- a classic monster from a classic episode
3. Bigfoot- For some reason, this ghost always stuck with me more than the Snow Ghost
2. 10000 Volt Ghost- Iconic
1. Invisible Madman- Perhaps not as iconic as the 10000 Volt Ghost, but I always felt like the fact that he was invisible set up some real creep factor here. It doesn’t hurt that this is one of my very favorite episodes ever made

5. Fiend - The werewolf mask and cloak makes this villain look super creepy
4. Gorgon - Super cool looking villain even if not wintery.
3. Ghost of Bigfoot - not particularly scary and the sound effects are just recycled from The Mummy of Ankha, but I do have a lot of nostalgia around this villain.
2. Nightmare Ghost - looks like Slenderman to me, and the long legs are super creepy.
1. Snow Creature - the fact that he was see-through and his bright red eyes were super creepy to me. This is probably a choice partly influenced by my nostalgia, but this is one of the most iconic winter villains to me.

I'm a bit confused by what you mean. Do you mean Asmodeus from Curse of the 13th Ghost? I can add him, since the end of the movie has them going to the Himalayas.

I wasn't a big fan of the bulldog either. In fact, I'd say he's my least favorite of the villains. It didn't feel very creative and they ultimately just ended up reusing that same bulldog several times in the Scrappy shorts.

That's a great list! I purposefully didn't include Headless Snowman since he was the villain in a Christmas episode, which was a previous poll (the one on December 19). I only included the villains that were in winter (non-Christmas) episodes in this poll.

I've already given my top 10, but I guess I can give more of my list, 11 and beyond.

11. Invisible Madman - very tough to rank him so low because I love him, and I agree with Matt that the invisible factor makes it even more sinister.
12. Abominable Snowman (Chill Out) - love his design
13. Asmodeus - I don't really think of him as a winter villain, but the design was quite cool.
14. Ghost of Jeremiah Pratt - creepy design and voice.
15. Demon Chef - I suppose this was just an illusion, but for the brief moment he did show up I thought the transformation was quite creepy.
16. Gilled Ghoul - Very cool looking and unique idea for a monster.
17. Ice Monster - Wish we could have gotten this villain in a full-length episode. The design is awesome.
18. Caveman (Naughty or Ice) - I always get so sad for the caveman after he takes all that time to learn his name, and then realizes he was tricked by Shaggy and Scooby. He sounded so happy lol.
19. Ice Demon - very neat design.
20. Mr. Roundy - creepy-looking considering it's just a snowman.
21. Werewolves - it was very creepy how the townspeople all turned into werewolves, and the designs were excellent.
22. Misty Swiss - I liked her as a villain, but nothing about her was overly memorable.
23. Carla - very cute looking dog, though it was a little sad how she attacked Misty at the end lol. Not particularly memorable to me.
24. Snow Devil - this one is just okay. Just seems like a slightly inferior version of the Snow Ghost, I guess. I don't hate it, but others are better.
25. Pterodactyl - Neat looking design but I don't particularly love pterodactyls as villains.
26. Caveman (Caveman on the Half Pipe!) - Same explanation as the Snow Devil. Not bad, but I like the original caveman better.
27. Abominable Snowman (Snow Job Too Small) - I love the design of this one, but it's brought down a lot for me by the dumb sound effects he makes.
28. Mad Sea Lion - pretty lame IMO. Literally just a seal with red eyes.
29. Bulldog - my least favorite. Very lame villain. I didn't care for how much they reused him (or a very similar bulldog) throughout many of these Scrappy shorts.

That's very fair lol. Honestly, I should do a poll sometime on most ridiculous villain or something lol. The Richie Rich shorts would probably make up the majority of those, though haha.

Idk, The New Scooby Doo Mysteries have some GLORIOUSLY ridiculous and/or cheesy villains and I love them. Ghost presidents, Mad sea lion, just giant bees, that show is just so fun

Although I was kinda meh about WNSD I'm starting to appreciate it now. So when one of the best villains from the series was on the list, I voted him. The frozen fiend was super unique and enjoyable. I enjoy bigfoot from the laurel and hardy episode more, but I think the frozen fiend needs some appreciation.

I agree! It's pretty crazy to think we had never had an invisible man as the main villain before this episode (one briefly appeared in "A Halloween Hassle at Dracula's Castle," but it was one of the monsters that disappeared halfway through the episode).

Invisible Madman is a top 3 Scooby villain of all time imo. Not only is the concept of him brilliant, but he's utilized to his fullest potential and works so well inside the plot and setting. It also helps he is in one of the best episodes of the entire franchise.

Couldn't agree more. Honestly, in hindsight, I feel like I have Invisible Madman way too low in my rankings above (I'd maybe switch him out with the Gorgon so he's #4, and switch her to #11). He's one of my favorite villains from WNSD as well and as you said, he's truly utilized to the fullest potential possible with the setting/plot.

I just ment as in I think the newer versions of the Caveman are even better.
In terms of personally and physical abilitiy wise.

Whereas in Where Are You. the original was just forcefulness of hitting things with his club.

Welcome back haha. Yeah, the Snow Creature is my fave too :) The most iconic winter villain IMO.
