The likenesses of several U.S. presidents have appeared in Scooby-Doo episodes. Ronald Reagan appeared in "It's a Wonderful Scoob" from The 13 Ghosts of Scooby-Doo. George W. Bush (along with vice president Dick Cheney) appear in the Shaggy and Scooby-Doo Get a Clue! episode "Scooby Dudes," in a brief scene where George Bush gets chili dumped on his head, while Dick Cheney simultaneously has a heart attack. (It was a very odd political commentary to include in the show lol) George Washington, Abraham Lincoln, Ulysses S. Grant and Theodore Roosevelt also appeared as ghosts in "A Night Louse at the White House" from The New Scooby-Doo Mysteries. Washington also appears at the end of a flashback in Scooby-Doo and the Gourmet Ghost, and Lincoln appears in the Scooby-Doo and Guess Who? episode "A Mystery Solving Gang Divided" as a ghost.
Both Reagan and Bush also had their favorite foods appear in their episodes. As mentioned a long time ago in Fun Fact #91 (back from July 2016), Ronald Reagan had a jar of jellybeans on his desk as a reference to his love of jellybeans. According to a cookbook written by one of George W. Bush's cooks at the White House, one of the Bush family's favorite recipes was Texas chili. The episode "Scooby Dudes" takes place in Texas, so presumably, the chili George Bush had dumped on him at the BBQ Cookoff may have been a reference to his love of chili, similar to the jellybean reference they included for Reagan.

I hope that isn't the case, but unofrutnately physical media is getting a lot less popular, so I'm not sure. If they're looking to cut back, not releasing DVDs would be an easy way to do that, and we're already getting significantly less DVDs than we did 5 years ago. I also don't think Velma will be released on DVD.

Bush also says "I'm a decider" which I've seen in reference to him in various old news articles so I'm guessing its something he actually said once

I did some research into it, and apparently Bush made that "I'm a decider" comment in 2006. The actual quote he said was in relation to the public criticizing Secretary of State Don Rumsfeld, but Bush angrily responded to those criticisms by saying he wasn't going to reprimand Rumsfeld. The quote he said that was parodied in this episode was "I listen to all voices, but mine is the final decision. I'm the decider, so I decide what's best." That quote was widely criticized by various news sites, citing Bush's response as childish and comparing him to a kid throwing a temper tantrum. I'm guessing the writers of this episode must have disliked Bush, so they put that line in there to mock him.
