According to Walmart.com, the next LEGO Scooby-Doo movie, Blowout Beach Bash, will be released on Tuesday, July 25. In addition, Amazon lists that the digital release date will once again be two weeks prior, on July 11. You can already pre-order the movie at both the links provided above. Nothing else about the DVD is known at the moment, though I imagine we will soon be finding out what the special features and/or bonus episodes will be.
Though this is unrelated, since this is such a short post and it doesn't really warrant it's own post, according to Variety Insight, S.C.O.O.B. is now simply being referred to as "Untitled Animated Scooby-Doo Film," meaning that S.C.O.O.B. will no longer be the title for this film. It's also probably safe to presume the reason for the release date delay is due to the film either being partially or completely retooled.

I would say no, it appears the rights have been given to Playmobil and LEGO hasn't made any Scooby films or products since 2017 now. I don't know for sure though, this is just an educated guess.

Makes sense. S.C.O.O.B. did seem like quite the silly/cheesy name in the first place.
