According to Mark Evanier's "Scrappy Days: The Birth of Scrappy-Doo and What I Had to Do With It" article, Frank Welker was one of the people originally considered to voice Scrappy. Other perhaps surprising voice actors that could have been Scrappy included Marilyn Schreffler (who voiced Winnie in Scooby-Doo and the Ghoul School), Daws Butler (who voiced Scooby-Dum), and Mel Blanc (who voiced Speed Buggy, Captain Caveman and Barney Rubble). In addition, Howard Morris and Marshall Efron were also suggested as voices, whose only contributions to the Scooby-Doo franchise ironically were both in The 13 Ghosts of Scooby-Doo. Howard Morris was the voice of Bogel, in addition to Platypus Duck, who appeared in the episode "Scooby in Kwackyland." Ironically, Marshall Efron's only contribution to the Scooby franchise was also in "Scooby in Kwackyland" as Platypus Duck's archnemesis, the Lousy Lizard.

Apparently Frank also created some of Scrappy's iconic catchphrases in his audition that have been used ever since, even though they didn't go with Frank as Scrappy. I'm always surprised he's never actually played Scrappy in anything. I'm sure he'd pull it off.
I imagine WB would have Frank voice Scrappy whenever they decide to finally put him in a Scooby property again. He's already Fred and Scooby, so it wouldn't be a hassle for them. Unless they decide to bring back Scott Innes to voice him, but I don't know if they will, considering they don't really use him for Scooby or Shaggy much. Having him just play Scrappy and not Shaggy and Scooby too would be weird, and Lillard and Welker seem quite settled in their roles by now.

I had actually heard that in an interview that Mark Evanier did as well, though I'd forgotten about it. Frank created the catchphrase "puppy power!" while he was auditioning. I'm also surprised he's never played Scrappy in anything! I imagine Frank is the one they'd go with if they bring him back someday, but you make a great point that Scott has already voiced Scrappy, so maybe they'd go with him. It would indeed be weird to have him just be Scrappy and not Shaggy or Scooby though.

If Frank voices Scrappy as well in the future, he basically IS the Scooby Doo franchise at this point

All we need is for him to be Shaggy too. I think Frank also auditioned for Shaggy but never got that part, just like with Scrappy. I'd love to hear his takes on them.

Yes, Frank did audition for Shaggy originally but the showrunners thought he would be better as Fred.

Omg Frank could carry the entire franchise by himself if he were Fred, Shaggy, Scooby and Scrappy lol. I'd be interested to hear his Shaggy voice.

Someone sent me this last night and my first thought was "there's no way this is real" lol. I'm shocked WB would do something like this, but it's really cool they did especially given that petition to put Shaggy in Mortal Kombat!
